You can only add other team members to your account when you're on the Team or Company plan.
When you're on either of those plans, you can add an unlimited amount of users to your account. Those team members will need their own Zapier account, but they can be on the free plan.
On the Free, Starter, and Professional plans, it's not possible to add users to your Zapier account.

Zapier plans are generally metered around task usage. A task equals each step in a zap, each time it runs (except for the trigger). A zap with a trigger and two actions steps, for example, will use 2 tasks each time it runs.
There are some other restrictions on premium apps, certain features like paths and run frequency.
